Refers to the Marquis de Lafayette, Latour-Maubourg, and Bureaux de Pusy who are still imprisoned in the dungeon at Olmütz in spite of demands made by the French government to release them. The manuscript is intended for publication in French newspapers and the Gazette de Leyden.
